UPPER SECONDARY SCHOOLS, END OF 2022/2023 SCHOOL YEAR AND BEGINNING OF 2023/2024 SCHOOL YEAR

1 Upper secondary schools − end of 2022/2023 school year

At the end of the 2022/2023 school year, there were 441 active upper secondary schools on the territory of the Republic of Croatia which, according to the methodology of statistical data collection, included 754 school units of various kinds, depending on the educational plan and programme.

The share of students in regular schools was largest in technical and related schools, 48.0%, in grammar schools, 29.9%, and in industrial and crafts schools, 18.8%, while the smallest share, 3.3%, was recorded in secondary art schools.

The largest share of students who graduated was recorded in grammar schools, 99.4%, while in industrial and crafts schools it was the smallest, 96.1%.

Art schools had the highest share of female students, while industrial and crafts schools had the lowest share of them

At the end of the 2022/2023 school year, the number of students increased by 0.6% compared to the end of the 2021/2022 school year. The share of female students was 50.5%, although their number was not equally distributed in different types of schools. Thus, there were 75.3% of female students in secondary art schools, 63.3% in grammar schools, 49.4% in technical and related schools and only 29.0% in industrial and crafts schools. There were 37 259 students who completed the upper secondary education, out of which female students accounted for 49.2%.

English and German – two most often learned languages in upper secondary schools

Students enrolled in upper secondary schools learn one, two or three foreign languages, providing that at least one foreign language is obligatory for all students. Out of the total number of students, English was learned by 92.6% of students, German by 31.8%, Italian by 13.2% and French by 3.4% of students, while Spanish, Russian, Portuguese, Arabic and other languages were learned by only 2.1% of students.

In order to present the number of teachers more accurately, the full-time equivalent (FTE) metric is applied, according to which the number of employed teachers is converted to the full-time equivalent (the share of teachers’ workload in legally set norm). The number of teachers presented in full-time equivalent would correspond the actual number of physical persons.

The share of female teachers was largest in grammar schools, 75.2%, while it was lowest in industrial and crafts schools, 63.4%.

2 Upper secondary schools − beginning of 2023/2024 school year

At the beginning of the 2023/2024 school year, there were 445 active upper secondary schools on the territory of the Republic of Croatia. According to the methodology of statistical data collection, they included 761 school units of various kinds, depending on the educational plan and programme. The number of school units, as compared to the end of the 2022/2023 school year, increased mainly due to opening of grammar schools.

At the beginning of the 2023/2024 school year, the number of students increased by 1.0% compared to the beginning of the 2022/2023 school year. The share of female students was 50.5%. Out of the total number of students in regular education, there were 0.9% of repeaters, as follows: 1.7% in the 1st grade, 1.1% in the 2nd grade, 0.6% in the 3rd grade, 0.2% in the 4th grade and 0.8% in the 5th grade.

By year of birth, there were 98.0% of students in regular upper secondary schools in the age group from 14 to 18, which is the age appropriate for upper secondary education. There were only 1.6% of students older than 18 and 0.2% of students younger than 14 that mostly attended secondary art schools (music and dance ones).

NOTES ON METHODOLOGY

Sources and methods of data collection

Presented data are the result of the statistical analysis of annual reports filled in by upper secondary schools at the beginning and at the end of a school year.

Schools and educational institutions fill in the following forms for this statistical survey: the Statistical Report on Upper Secondary Schools – Grammar Schools, Technical and Related Schools, Industrial and Crafts Schools, Art Schools and Departments of Fine Arts and Design as well as Departments for Disabled Youth (Š-S/KP form) and the Statistical Report on Upper Secondary Schools for Adults (Š-S-OD/KP form).

Coverage and comparability

The statistical survey covers upper secondary schools located on the territory of the Republic of Croatia and data are comparable with data from previous school years.

Definitions and explanations

In the educational system of the Republic of Croatia upper secondary education is organised either as regular or special.

Regular education includes the upper secondary education according to regular educational programmes.

Special education includes the education of adults.

Upper secondary education may last from 1 to 5 years. It offers education and skills that are necessary either to enter the labour market or to continue education. It is not compulsory.

School is considered a group of students following classes of a particular type and stage according to the same educational plan and programme at a particular location.

The number of upper secondary schools presented in tables 1.1., 1.3., 2.1. and 2.3. is larger than the actual number of upper secondary schools. If a single secondary school embraces several school units of different types, e.g. grammar school, technical, industrial and crafts school, each unit is then considered a separate school and is presented as such (see column "School/class units" in tables 1.1. and 2.1.). The number of upper secondary schools in which lessons are organised only for one type of a programme (e.g. grammar school, technical, industrial and crafts school) is presented in the column "Self-contained" schools.

Upper secondary education of disabled youth is organised in a way that enables an individual approach in specific class units or specific educational institutions.

The number of upper secondary schools for disabled youth is equal to the number of institutions for education of disabled youth enlarged by a number of upper secondary schools that contain class units for disabled students.

Education of adults is aimed to provide education to adult persons who did not complete a regular upper secondary education. The upper secondary education of adults is carried out in upper secondary schools and other competent institutions. Adult persons can complete this education either by attending lessons or by taking examinations.

Data on students who learn foreign languages are given for all students who learn a particular foreign language, irrespective of whether they learn it as the first, second or third foreign language.

Data on upper secondary school teachers include the number of teachers who teach in a particular type of school. Considering that a teacher may teach in several types of schools, e.g. in a grammar school, technical, industrial and crafts school as well as in a upper secondary school for adults, the given number of teachers does not refer to the number of physical persons employed in upper secondary schools. The number of teachers and assistants shown through the full-time equivalent would correspond to the actual number of physical persons.

Data on teachers and assistants cover persons employed on contractual agreement, persons employed on work contract and persons employed on author’s contract.

Assistants are psychologists, pedagogues, social workers and librarians.

Data by counties are presented according to the Act on Territories of Counties, Towns and Municipalities in the Republic of Croatia (NN, Nos 86/06, 125/06, 16/07, 95/08, 46/10, 145/10, 37/13, 44/13, 45/13 and 110/15), with the situation as of 31 December 2022.

The constitution and activity of the upper secondary education is based on the Primary and Secondary School Education Act (NN, Nos 87/08, 86/09, 92/10,105/10, 90/11, 5/12, 16/12, 86/12, 126/12, 94/13, 152/14, 7/17, 68/18, 98/18 and 64/20) and Vocational Education Act (NN, Nos 30/09, 24/10, 22/13, 25/18 and 69/22).
